Pursuant to a NTEU-FDA MOU governing negotiating the consolidation at White Oak, the union requested an update, and FDA (Dennis Hanley) provided the following on 20 Sep 01:
PHASE 1 - CDER Laboratory and Office Building. A contract has been awarded to build the entire building. Construction should begin within a month.
PHASE 2 - CDER Office Building.
- A determination of CDER’s space requirements was completed and reported on 27 Jun 01. The number of employees slated for the building will have already reached its 2008 (build out) projection of 1725 CDER employees in the office building by the time the building is completed about 2004. The 1725 employee figure appears to include 1588 CDER (FTE) employees and 138 co-located contract employees for whom CDER provides office space.

Some 10,000 (more) square feet of space has been freed up by adjustments in the building leaving an estimated 60,000 square feet deficit at the present time. Solutions under consideration at the present time include enlarging the building, both above ground and underground (basement), etc.
- Money has been appropriated to build a 481,093 gross/363,531 net square foot building. Money to enlarge this building would have to be sought and approved.
- The 1725 employee projection does not include any additional employees that might be authorized in possible/pending PDUFA (400-500 employees) and GDUFA (100 employees) legislation.
- The building has a 4000 square feet satellite FDA library. It has no eating facility.
- The present plan calls for renovating an existing building (#5) at a cost of $2 million to provide a cafeteria, auditorium, conference and training rooms, library, etc. for FDA employees at White Oak before new facilities are available. Consideration is being given to demolishing and removing this building (#5) now and building some of the (new) facilities some time prior to 2008 (projected completion date). Such a revision of the master plan has not been approved or funded.
- Phase 2 is some two months behind schedule. Consideration is being given to awarding the contract to build the core and shell of the building first and then later awarding the contract to fit out (interior work) the rest of the building. Sometimes this approach saves time and money. Nothing can be done, however, until the 60,000 short fall in space is solved, e.g. whether or not a basement is to be added must be determined before construction can begin.
