- Joint Committees are to be composed of equal numbers of NTEU representatives and management representatives.
- Each Joint Committee will write its own ground rules which must be in accord with the Contract.
- The ground rules should be circulated in writing to all employees in the work unit where the awards are being made.
- Included in the ground rules should be:
- The names of the members of the joint committee.
- The procedure by which nominations will be made including the persons to whom nominations should be sent and the date(s) by which nominations should be received.
- All nominations are to be submitted in writing including e-mail and must include the full name of the person being nominated, her operating division and subdivision, office address, position within the office, phone number and mailing symbol. Also to be included must be a suggested amount of the award and the basis for the award (citation - see Contract, Article 27, Section 2).
- The date(s) on which the committee will meet.
- A list of names of the bargaining unit employees in the unit.
- The absolute size of the pool in dollars for cash awards committees.
- A statement that awards will be made in accordance with the Contract and that the committee’s joint award decisions will made solely upon the narrative statement upon which the nomination is based.
- A statement that any employee may nominate any employee including herself.
- The ground rules should contain NO limit on the number of words in the justification upon which a nomination rests. There may be a word limit for written citations.
- The Chapter has identified Joint Committee coordinators for each FDA HQ operating division. These persons are identified in the Chapter's web site (www.nteu282.org) in the "People" section, "J.C. Coordinators" subsection.
- Any union member can apply to serve on a joint awards committee by contacting the J.C. Coordinator of the operating division in which the committee is located. Members are not restricted to serving only on committees in the operating division in which they work.
- For cash awards, the joint committee will decide whether or not to award informal recognition items.
- For cash awards, each member of the joint committee should have a list of the bargaining unit employees in the unit in which the awards will be made and for each employee their annual salary should be listed. The total salaries multiplied by the percentage to given as cash awards should equal the absolute size of the pool in dollars.
